Cats...the final frontier...

So I've got three cats in my household. Two girls and a boy. Belle, Lily, and Dusty Purrchu. They're great. Very unique. But sometimes Belle doesn't "cover" her business because Dusty has gotten in the habit of scaring her before she can. What to do?!
